For this particular value (5), both commands will work because the default
priority use by the IP phone is 5.

However, config # 2 doesn't actually set the IP phone priority. You are
accepting (trusting) any value used by the ip phone (mls qos trust cos) and
forcing the phone to change the PC priority (switchport priority extend cos
5).

If your target priority for both (phone & PC) was, lets say 3, option 2 will
not work.

If asked to set the cos of phone=5 and pc= 5, what should I do?

1) interface FastEthernet0/19
     mls qos cos 5
     mls qos cos override
 

2) interface FastEthernet0/19

     mls qos trust cos
