Tom,
you are trying to make the cat2950#2's port the designated
port for the cat6509#2 - cat2950#2 link.
For that, its cost to the root bridge has to be lower than the cat6509#2
cost.
So make the cat6509#2 port that point to the cat6509#1 cost higher.
