Tc on traffic-shape

Hi all,

When below is a requirement,

On r1: a burst rate of 1544k and CIR of 256k,
On r2: a burst rate of 256k and CIR of 64k,

Shape the traffic on r1 to the burst rate of r2,
and drop to the CIR of r2 if the router recieves BECNs.

Entering "traffic-shape rate 256000" on r1,
displaying below.

I see,

7936 = 256000*31/1000

I dont see the reason why Tc is not default 125ms.

Please tell me the reason why.
