CAR ...i am sorry but i still don`t get it

guys,

i have read the ios 12.2 QOS guide
i have read the paper`s on rate-limit and police command`s but i still don`t
get the maths

i want to limit an int to X amount of traffic

we shall say 4mg

I want to use CAR...

if i configure this with either the "police" or rate-limit command i have to
put in an Excess burst and a burst ...

some of the config`s i have seen explain that the Be and Bc are part of the
requirments

but some have not ?????.....how where these figure`s calculated ???? Q1

if i put in aburst value ....surely i am exceeding the 4mg figure i require
and therefore i have exceded my limit ??? Q2

the only maths i can come up with to figure out what my excess on 4mb`s will
be is this

normal burst = configured rate * (1 byte)/(8 bits) * 1.5 seconds ???????
extended burst = 2 * normal burst

i don`t understand who to multiply my answer by 1.5 seconds ....??????? Q3
