Yasser I did arrive at the same conclusion as you and it was on my own rack.
I do believe that if both sides are able to dial then it is better to have
"ppp multilink links minimum 2" configured on only one end ?

 I worked on the PPP multilink options for a while and here is what I
found:

1- The mandatory keyword does indeed cause the router to bring the second
link up within a few seconds. I'm not sure why so perhaps some ISDN
expert could elaborate further.

2- When using the command on both sides of the link and without
the 'mandatory' option, I ran into inconsistent problems. The router took
between 30, 60 sec (sometimes even more) to activate the second link.
What I noticed is, both routers request the additional link every 30 sec
and almost at the same time. However, if you change the frequency of the
request on one side of the link (by using the 'ppp timeout multilink link
add' command) the 2nd link will be activated much faster. for example, I
used a value of 5 and the link was up in 7 seconds. I couldn't see any
errors on the debugs I ran but I would guess that since both routers
request an additional channel at almost the same time, the ISDN switch
can't find resources to allocate.

3- I tried using the 'ppp multilink link minimum' command on only one
side of the connection and I found that the second link is activated
almost immediately. I tried to initiate the call from the other side
which doesn't have the command and I got the same results. So I'm not
sure why some solutions show the command on both ends.

Please keep in mind that I was using an Internetworkexpert rack and these
tests could have been affected by their ISDN switch configuration.
