Something like this ?

class-map match-all test
  match access-group 100
  match packet length max 600
!
!
 policy-map test
  class test
   police cir 256000
!
access-list 100 permit ip any 224.0.0.0 15.255.255.255

I did it on a router cause I don0t have access to a switch right now,

Subject: Multicast Rate Limiting

Hi Group,

Please can anyone tell me how to limit the percentage of bandwidth used on a
3550 interface by multicast packets with a given packet size. Storm-Control
would seem to fit the bill at first sight but this doesn't allow a packet
size to be specified.

Thanks,

C.
