The + is used notationally to indicate that the number is according
to E.164. I believe the ITU/T Recommendation is E.123. I use the
notation (and have done so for years) because it is recognized
internationally. Although the example you give is indeed an E.164
number, it does not meet the notational preference of the
Recommendation (E.123) and would likely confuse anyone outside North
America.
