Ask yourself one simple question.

Does it satisfy the requirement?

Don't read too deep into the question. Keep it simple.

To include the network and the broadcast addresses, does it affect the
requirement somehow? If not, then no big deal. You don't get points taken
away if the requirement is satisfied.

exclude network address. It won't be assigned regardless

ip dhcp exclude address 163.1.6.251 163.1.6.255---------------- Why to
exclude
broadcast address.

should not it be

ip dhcp exclude address 163.1.6.1 163.1.6.127
ip dhcp exclude address 163.1.6.130
ip dhcp exclude address 163.1.6.251 163.1.6.254

These little things will really annoy in a real lab. Can one loose points
if
configured vice versa.
