   I will talk about the difference of these two commands. However, it is
really scenario dependent to say which is better in improving the bandwidth
usage.

   The "ip ospf database-filter" will prevent the flooding of LSA in the
interface. Therefore, it is important that you must make sure LSA are
flooded to the neighbor by other paths. (For example, you have two
point-to-point connection between two routers) Otherwise, you will have a
routing problem clearly.

   The "ip ospf database-filter" does not stop the flooding of LSA. However,
the LSA are flagged as DNA (Do not age), and the periodic re-flooding (about
30 minutes) is not needed. When there is a topology change, the LSA will
still be flooded.
