  5Mbps is provisioned over an OC3. Provider will drop traffic that exceeds
5Mbps if it sent to the cloud.

Requirement:

Configure your network such that traffic sent out doesn't exceed 5Mbps on
average.

The provider agreed to allow you burst up to 7.5 Mbps for a max. of 32 ms.

I don't understand from where the 1600000 & 80000 value came from and
appreciate if someone can help with this.
