I'd double-check this, make sure your CSU or router-integrated CSU is set
to recover clock from line if so. If clocking is good, running to a remote
loopback from each side might help narrow things down.
This smells like a layer 1 issue with cabling, clocking, buildout type
of issues. Can your service provider run clean to a loop at your router?
You'll find that network administrators spend a great deal of time yelling
at phone companies. Welcome to the club. :-)
