They are one and the same. The voltage is regulated through the power supply, not the cable itself.

ok, i bought my first router on ebay...and the dude forgot the power chord.
all the routers and switches i've ever installed, i've always used the chord
that came w/ it from cisco.
question....will a normal <black> computer power chord suffice, or are some of
them higher/lower voltages, or are they all just the same. i'd hate to plug
in a plain old computer cable and have it short b/c i didn't ask.......
