do a "debug cable-modem mac log verbose" this will tell you at what layer the registration is failing.
When you say you are getting an ip address from your provider, i'm assuming your acquiring a 10net or the like on the cable interface? If your mac address of your modem is not on an account, and provisioned, it is highly unlikely that the interface will remain up up.

Subject: Cisco UBR924!
Hi,
I just got a uBR924 in and would like to make sure I set it up properly before I contact my provider with a modem change request.I do get an IP address from the ISP, but the cable modem interface is going up and down. All recommendations are welcome. Right now my config looks like this(in a bridge mode):
interface Ethernet0
no ip address
no ip route-cache
bridge-group 59
bridge-group 59 spanning-disabled
!
interface cable-modem0
ip address negotiated
no ip route-cache
cable-modem boot admin 2
cable-modem boot oper 5
bridge-group 59
bridge-group 59 spanning-disabled
Thank you
Nathasha
