As for inward dial peer matching (which is the first step of what you
are describing):

peer. If permission is not set to orig or both , the incoming call is
blocked.

So my logic would be that given your configuration, your POTS phone will
automatically rotary to the next dial-peer where it will be allowed an
outbound connection. If this is not desired, the command "huntstop" can
be added to the dial-peer with the lowest tag (in your example, 10).

From the documentation:

My question is what happens if a voice-port have several dial-peers set

it. For example:

what whuld be the permission of the phone connected to fxs 1/0/0 ?
