Try a rollover loopback plug, see if you get echo.
Get an 8-pin modular jack and wire as follows:
1 - 8
2 - 7
3 - 6
4 - 5
Plug this into the flat cable from the terminal server and see if you
see what you type echoed. If so, the serial port on the terminal server
is good and it is (at least mostly) configured correctly other than
possibly speed and parity.
Unplugging the loopback jack should kill the echo.
