Hello,

  Thanks for getting back to me. I know that the config was not complete, I
just put the command I was wondering about in my question.

The whole solution has three commands
1) rmon alarm ( TO define which OID to monitor and your alarming thresholds
)
2) rmon event ( To define what are you gonna do when you trigger an alarm )
3) logging <server-ip> ( To define the logging server as it was required in
this task to send to a syslog server ).

I was wondering about the owner config part at the end of the rmon event
command and it seems per your answer that it wasn't really required.

Any more thoughts about when to use the owner config will be highly
appreciated.
