I agree that when using callin the challenger will only authenticate the
caller if the other end iniated the call. However, this doesn't matter as
much with a serial link; You will always see an outbound challenge on a
callin router prior to the inbound challenge from the calling router.

It's the other way around.

If R1 is configured with 'ppp authentication chap callin', then R1 will
only authenticate incoming calls.

 Iam puzzled with PPP PAP Call-in, as of my understanding call-in is
only use for CHAP and the purpose is very simple

  if R1 configured as  PPP chap call-in  then R1 will not send
Challenge if R2 Calls R1.
