Well, I can refer to my own book, _Building Service Provider
Networks_. It's not a binary decision whether or not to be a transit
provider. For example, I do some case studies, drawn from real life,
where a hospital/medical school acts as the primary provider to
affiliated labs. Another common situation might be for a state
university system, where a major campus is the primary Internet
connection point, takes full routes, and is multihomed, but acts as
the provider to community colleges.
With simple connectivity to small campuses, the small campuses would
take default from the university and just advertise their campus
routes to the main campus, which will probably aggregate them into
its announcements. If some campus wanted its own multihoming, it
might choose to take full or partial routes from both the main campus
and an independent ISP.
