There are several reasons and decisions that go into
deciding which routes to accept and whether to use statics
or BGP. If you have a small number of routes to send to
your ISP and you have a single connection - it is common to
use static routes versus a routing protocol.
If you have multiple connections the decision gets a bit
tougher. If you want to influence which routes are
advertised to the internet it's common to use BGP since it
has a great ability to use policies to influence such
decisions.
Lastly as to which routes you accept and whether to accept a
full routing table or not - that also depends on your goals.
I've seen some rather large companies default route out and
hence not accept full BGP routing tables in. Other smaller
companies have set it up to accept full routing tables. The
main difference becomes which route you want your traffic to
take outbound. If you want to just dump it off your network
quickly and let the Internet route it then a default route
works great. If you want to use your network to route the
traffic out the best ISP path then you typically will learn
and propagate the full BGP routing table within your
network. That way your traffic will learn the best path
both within your network and out to your ISP.
