You cant do this via firewall
Solution1:If you have DMZ interface put Host1 in that interface and block Host2 to access to Host1 (Proxy Server )

Solution 2:Block usage of Host2 in Host1`s proxy configuration so Host2 cant use Host1 as proxy...

Dear all ,
              Is there any way i can block proxy servers sitting behind
firewall ( Inside ) network. Eg , let say host 1, host 2 are stationed on
the inside interface of Firewall , i am permitting host 1 to access the
internet through Firewall. However host 1 installs a Http proxy and allowing
host 2 to access the Internet. Can you please give your ideas in filtering
the same.
