You would probably need a dedicated load balancer of some sort to achieve
a). For b), I'm not sure what the maximum practical limit is for shaping
but I have done over 30 individual shaping statements on a single interface
on a 3640 without excessive processor utilization, shaping on source or
destination IP address, it works very well. I have also used the Packeteer
quite a bit and it works well but if you aren't going to be doing too many
shaping statements or odd it might be overkill.
If you have the 7200 anyway why not try it on the 7200 first and buy a
Packeteer if it doesn't suit your needs?

I have 2 questions:
a) Can I configure load balancing between the 2 firewalls, so when FW1
reaches 50% Utilization, all the traffic goes to FW2, when utilization falls
below 50% on FW1 all the traffic goes back to FW1.
b) Is packeteer the way to go for traffic shapping vs a 7200 router? Any
pro/cons?
