Converting CQ byte-count to CBWFQ bandwidth

Hi:
Could anyone help me to clarify the following calculation, when we convert
CQ byte-count to the bandwidth used in CBWFQ, we have formula like:

(queue byte count / total byte count of all queues) * bandwidth capacity of
the interface
where bandwidth capacity is equal to the interface bandwidth minus the
bandwidth for priority queues.

Does this bandwidth is 75% of the physical link bw minus the priority queue
bw, or total physical link bw minus priority queue bw.
