You can achieve using "bandwidth remaining percent"

Am I correct in stating that you want to shape to different values based
on
how much available bandwidth is on the interface at any given time? For
example, shape web traffic to 200 Kbps normally but if the link is using
a
certain amount of bandwidth reduce this value to 100 Kbps?

Is it possible to configure a Router to do traffic
shaper based on available bandwidth? The available
bandwidth is not a constant value but I can get in
real-time. Is there any solution to this for Cisco
router or even on Linux?
