Richard,

I don't think administrative down serial interface
will bring up the backup isdn.

You have actually either pull the cable off the serial
interface or change your frame-relay lmi-type to
different with other end to bring down the frame
circuit for isdn backup to kick in.

Please correct me if i'm wrong.
