The /21 is the netmask length and not the wildcard....
That4s the syntax description of such command...
ip prefix-list listName [description listDescription] [seq seqNum] [{permit |
deny} prefix&mask] [[ge geVal] [le leVal]]...
Here-s a couple good links

Subject: Prefix-list
> Any suggestion of docs to understand ip prefix-list?
>
> I thought I had a good understanding after reading Solies V.II and Cisco
pages, but doing a scenario showed that I have some problems. This is one:
>
> ip prefix-list permit 5 10.1.0.0/21 ge 24 le 24
>
> From my understanding, the 21 would be equal wild card mask 0.0.3.255 (of
access-lists) and "ge 24 le 24" means that the mask must be 255.255.255.0.
The nets 10.1.0.0 to 10.1.7.0 with mask 24 would pass this prefix-list.
