Good point which leads me to the conclusion that...

If any function or feature uses time or date, the clock must be set.

These are the functions I currently am aware of that need the clock to be
set:

1) Time Stamped messages to a syslog server.
2) NTP
3) Time based access lists
4) Key Rollover for routing protocol authentication
5) ???
6) ???
