Add the command 'no exec' to the Lines on the Terminal Server.

For 2511:

r(config)#line 1 16
r(config-line)#no exec
r(config-line)#exit

For 2509:

r(config)#line 1 8
r(config-line)#no exec
r(config-line)#exit

That should fix it for you.

For some reason when telneting between routers I get a delay due to error
messages on the routers, how do I stop this out put:
