This sounds identical to the problem I described in my previous email.
If you have access to other equipment, try an external DSU with serial
interface instead of the WIC-1DSU.
I know it sounds crazy but that is what in my case proved that it was the
model of NIU that my carrier installed that was incompatible with the
WIC-1DSU-T1.
The carrier proved that the circuit was fine end-to-end but once I connected
any WIC-1DSU to it I experienced massive errors.
Once the carrier installed a different NIU model it worked perfectlly.
I'm still searching my archives for the model number but haven't found it
yet.

Kaiser,
It could be caused by your own cabling between the router to csu/dsu or
between the smartjack to csu/dsu. You might want to replace those. If you
still have a prob, use any other router you have available for a testing
purpose to ensure that the serial interface is clear.
