Joseph,
Even though the mode is trunk, the other end of the link still
has the option to auto negotiate through DTP. Set one side of the link
to "switchport mode trunk" and "switchport trunk encapsulation dot1q"
and see what happens on the other side. Then put "switchport
nonegotiate" on the side that is set to trunk, bounce the interface, and
see what happens on the other side.
