Outofband Access

Hello, Suppose a modem is connected to the aux/console port of a router for
outofband access. What is the best way to protect the access from a security
point of view ?

The only way that occurs to me is either a very long password on both the
modem and the console or login authentication with ACS (Radius or Tacacs).
