Are you sure that's what the question states? I would almost guess that the
question states that R2 wants to see the DR have a RID of 0.0.0.0. In other
words there shouldn't be a DR at all. If you set the network type to
Point-to-Point or Point-to-Multipoint the DR will show as a RID of 0.0.0.0
since there isn't one.
Here is the output of the 'show ip ospf interface' command for a neighbor
that is running in a NON-BROADCAST network. You can see on the 5 line down
that the Designated Router (ID) is 1.1.1.1 which is this case is that same
router (R1 is the DR). All of the routers in the same subnet would show the
DR's ID to be 1.1.1.1.
Serial0 is up, line protocol is up
Internet Address 192.168.50.1/29, Area 0
Process ID 1, Router ID 1.1.1.1, Network Type NON_BROADCAST, Cost: 64

It doesn't see a Designated Router (ID) anymore, and neither would any other
routers in the same subnet, technically the DR's ID is 0.0.0.0, there isn't
one.

Both routers are in area 0. R2 wants to be DR and have RID of 0.0.0.0, how
do I do this. I tried p2multi but that does not work.
