BGP Cluster ID

I am running IOS 12.2(21)d on all of my 2500 series routers.

Sometimes, when I configure an IBGP peer, it automatically adds the command,
"bgp cluster-id x.x.x.x." It is really annoying because then it won't
successfully establish an peer relationship unless I manually remove the
command.

Is it a bug?
