Taking a look at the last line in your debug output:

"00:17:49: BR0:1 CHAP: Ignoring Challenge with local name"

I would say that your Dialer Map on 'syd-2520' is configured with its
own local phone number. That is 'syd-2520' is calling itself, not
'RouterA'. Double check your phone numbers that you have configured in
the Dialer Maps on both 'syd-2520' & 'RouterA' and make sure that they
are configured to call the opposite sides number, not their own local
number.
