What do you mean by test plan template? A fully anal test plan form
would have title and description, execution (script) test steps
(cut/pastable where relevant), verification and expected results and
actual results (cut and pasted where appropriate). Also date and time,
sign-offs, whatever. That is, it is a deliverable structure (maybe
Word) that you design in two minutes and spend hours and days completing
as required.

Config templates are the final part of a detailed design/policy doc IMO.
That is, you cover all sorts of basics in a deliverable design up front,
such as naming policies, ip subnetting, routing, NTP design, snmp and
access restrictions, etc. Then, all those things are used to build
skeletal configs for various devices as required, and the skeletons are
used as a basis to build out individual configs. Again, this is not a
template, per se, but deliverable structure that you build once and
spend hours and days completing as required.
