mls qos command

Upon reading cisco documentation on this particular command it states
that it enables qos on the entire switch. My question is if you don't
have it enable on the switch and you have your class-maps with dscp
values applied to your traffic, it wont work?. Or if you have the cos
value under the interface it wont work. Can someone explain this in
detail.
