Peter, to me that sounds like the fault of management. ;-) They hired
someone without the required experience or without checking his/her
background, using shortcuts to try and save a buck. Short-term thinking
is endemic in our modern, fast-paced society.

In a well-run network proposed changes and add-ons should be written
down, analyzed, and approved by all concerned. Too often management
doesn't want to take the trouble to put configuration management and
change control systems in place, to say nothing of spending the time and
money to mentor new employees with more experienced ones.
