I have configured a de-list to mark the DE bit on packets > 1024 bytes.
frame-relay de-list 1 protocol ip gt 1024 (and applied on a FR intf)
If I do an extended ping (targeted at the same router's IP FR intf) for any
packet size > 1020 bytes.. then the DE out counter doubles the packets
specified in the extended ping (2:1 ratio) .. this does not occur when
doing an extended pinging to another IP across the wan (1:1 ratio as
normal).

When i do a debug frame-relay packet and verbose.. i do see 10 packets
(outbound and inbound).
This behaviour occurs with both static and dynamic maps.
Any ideas on why this happens?
