Exactly, because if everything works after soft reset, you're ok.
Hard reset does this by tearing down and reestablishing the TCP
connection and this takes time (like the first time you config it).

So if you're doing inbound manipulation, do a soft outbound on the other
router.
If you're doing outbound manipulation do a soft outbound on this router.

Route refresh capability is required on a router that does soft inbound.
My understanding is that you're ok just using soft outbound on both
ends.
Also be careful to state peer IP when you do hard resets if you don't
want to reset all peer connections.

In the lab, are you recommending using that it's better to first do soft

resets (b/c it's very fast and reliable enough) but then, if things
aren't
as expected do a hard reset?
