Layer 2 problem !!!

Do you guys see any problem with the below output. R2 and R3 are connected
back to back. DCE end is attached to R2 and configured with clock rate 64000,
however I can't bring the layer 2 up. R3 keep flapping its interface up and
down every 30-40 seconds. What is the easiest way to findout whethere there
is a problem with the serial port itself or a problem with a cable.
