I can't visualize the topology. If you are talking about the BGP
routes learned from redistributing anything in the same AS into BGP,
they will be iBGP at AD=200, assuming you don't override AD defaults.

The only BGP routes with AD=20 are those learned from other AS.
"Other AS", however, does include local confederation AS. There are
still other route selection tie-breakers between true external and
confederation external, but they will have the same AD.
