If these features were to be done at processor level, they would
significantly reduce performance and load the router.
You need to use them in combination with a powerful switching method. And
the Cisco preferred (and chosen) switching algorithm to implement fancy
features like NBAR, MPLS, etc... is CEF.
Well this is a rough answer but I think this is the idea behind.
