BGP dampening

Hello everyone,
 
I have been running some tests with BGP dampening and it works fine for
eBGP learned prefixes, but I did not managed to make it work for iBGP
learned routes. Does anybody know whether this is the normal behaviour?
Only works with prefixes learned by eBGP? Anyone test it in a
Confederation scenario?
