I may have answered my own question:

When running PPP multilink the OSPF cost will continue to change when
links are added/removed from the bundle, which in turn causes a SPF
calculation and triggers a call. Hard coding the cost on the interface
resolves the problem.

Subject: OSPF Demand Circuit ?
In several of the labs I have worked on the solution shows the
configuration of an inflated 'ip ospf cost' value on the BRI interfaces.
This keeps the link from constantly flapping. I have added this to my
configuration and it works great, but can anyone explain why it is
needed and what is going on behind the scenes here?
