Negative, windows use NetBios over TCP (NBT) issue the command "nbtstat" on
a windows box you will see it. If you wanted to do that you would need an
ACL matching layer 4 properties. This would however block native netbios
traffic not stuck in a TCP packet.

tftp"
on all the routers.
the helper command can be used if you want all of the default UDP prots

be forwarded.
