Yes, they did a scrub a short time back.

You need a valid contract # to get download access. If you have one, you
just need to update your profile.

       Has there been a change in CCO access policy lately ? I notice that
the homepage has changed look slightly and my Login, although working, is
only giving me limited access, specifically to the IOS download area. Have I
