It is not a rule but it makes things much easier:

A reboot will not change the router-id (as you add loopbacks with highr
IP's)

Making Virtual link connections is easy. (area 5 virtual-link 2.2.2.2 blah
blah) otherwise you have to check neighbors, and that address can/will
change as you add loopbacks or addresses.
