Virtual Link timers in OSPF

Hi all,

I've noticed that various timers - Hello, Dead, Retransmit-Interval, and
Transmit-Delay - can be changed on a virtual link.

2 Questions:

Under what circumstances ( aside from passing the lab ) would I need or want
to change these timers?

Besides these timers matching on both ends of a given link, do these timers
have to match timers set on other links?

In other words, are there any rules that require, say, the Hello interval to
be consistent throughout an area?
