Disable dial-tone on FXS port ??

Hi All,
 
I have been attempting to disable dial-tone to my FXS ports on my 1751-V and
IAD-2431 with no luck to-date. Is this poosible to do in software or should
start looking at breaking out my soldering iron ;-) I am assuming that it
would be possible to do in software. Basically, when I take the phone
off-hook, I do not want dial-tone supplied to the phone, as the off-hook
will be the trigger to begin the IVR. Thanks in advance.
