Correct. The reason I believe Cisco uses the HSRP MAC addresses by default rather than the burned-in addresses is because in the event of a failover, the HSRP IP address's MAC won't change, forcing no workstations to update their ARP cache. Using BIA will cause an update. I'm not sure what algorithm end stations use to determine a changed MAC address for something already cached, but it seems to work pretty quickly.
