You can run ITS (IOS Telephony Services), or now called Call Managed Express
on a sufficiently configured router to control your IP Phone. Otherwise,
yes, you will need a Call Manager server setup.

For my Cisco 7960 Series VoIP Phone to work, it is mandatory to have Cisco
CallManager? Or can it work without one?
